When I went to Costa Rica I used an agency called Tico Travel. They had some really good rates on a cars at the time.

The Costa Rica vacation has an additional $250 taxes and the $499 airfare is only from Miami- Good deal but not a great deal- from west coast will come out to about $95 +/-.
